First part of code gzip .css and .js files. Your page will be smaller in kb and load faster.

Part two of code say to server that cache icons, images, css, flv, flash files and javascripts for certain amount of seconds. This type of files are loaded only first time - on first page in your site that user open, every next page will load faster.
