Static HTML payment plugin is FREE plugin, is inside Payments for Joomla component package. This plugin can be used for offline payments like bank transfers. User publish new listing and on screen is appeared text described from you in admin.

Something like:

To approve your listing, make payment to bank account... we will approve your listing only when money are received...

Text can be clear text or html. This plugin is added to "Payments for Joomla" component for free. All subscribers can download for free this update. Plugin is available for both Joomla 2.5 and Joomla 3 versions of Payments for Joomla.

How Static HTML payment plugin for com_payments work?

This is virtual payment (offline payment), not automatic!

1. Only info text "how to pay" is shown to user.
2. User see text "how to pay offline" and pay to bank account or other described from you way.
3. You must check your bank account manual.
4. When you see money in your account, you must move manual user to other user group with access rights.

This last step can be done from joomla user management:

Or if payment is for other action (for example to approve user listing), you manual must click on "approve" button for this listing.
