1.Yes, you can have any from these three types with Sports Predictions component:
Case 1: completely free website with abslolutely free game for all registered users.
Case 2: You have also plugins to offer game only for subscribed users (with payment needed - this is configuarable over com_payments component)
Case 3: You can have free for all game but offer some paid extras for subscribed users like to see predictions history of other users.

2. Admin can add matches over joomla administration. Users can't add matches over frontend.
