This is standart wordpress theme installation, try to install - upload to folder, if install is not on your language, open file:

Search for:

define ('WPLANG', 'bg_BG');

Change to:

define ('WPLANG', 'en_EN');

and all on install screen now is in English. After installation, blog will be configured on english language in this way.

After this, You can update Wordpress core with latest version, in example:
