I wish to be able to manually approve the incoming feeds before they are published to my site Is this a feature that this module supports?

This is not a module, joomla aggregator is component.
No way at this time that users send you rss feeds and you approve.

But next version of aggregator is with integrated automatic google translate wink.gif
