I just installed post_by_email_pro_j15_1.5.4.zip in Joomla Version 1.5.23 with PHP Version 5.3.17

I am receiving this error message from the admin area of:

mydomain.com/administrator/index.php?option=com_post_by_email


When I try to add a new item by hitting the image with a round green icon with a plus symbol and the word "New". The following error happens:

Fatal error: Call to undefined function mb_substr() in /home/sm/public_html/421curie.com/administrator/components/com_post_by_email/controller.php on line 326

When error is something like:

Requirements of component are not achieved - mbstring is not installed on server. You may need mbstring installed on server. Details about mbstring are here.
