 The answer is simple: you must diversify your anchors and your link profile at all.  What is link diversification? And how to diverse my anchors and links? Link anchor diversification or diverse anchor links or diversification of link profile. These phrases mean to have different types of links pointing to your website, with different anchors, from different types of websites and pointing to different pages of your website.  Every website have some links ratio. To beat Google Penguin you must have all of these three types of links.
